TWC was responsible for supporting FortisBC’s Environmental Assessment Certificate (EAC) application for the Tilbury Phase 2 LNG Expansion Project to the BC Environmental Assessment Office (BC EAO) under the 2018 BC Environmental Assessment Act (BC EAA). TWC provided the full suite of socio-economic components of the assessment – economics, land use, community, health and culture – from contributing to the information requirements, project description, and early engagement activities, through to the submission of the completed EAC Application to the BC EAO.
TWC was responsible for the Indigenous Interests assessment. Our team guided the application of IK throughout the assessment and supported Indigenous engagement by facilitating meetings and providing strategic advice. The TWC team collaborated with Indigenous Nations to co-draft Indigenous Interests chapters. As the project evolved, TWC provided technical and engagement support to address design changes, reassess impacts, track issues, and present Indigenous perspectives alongside the Proponent’s positions. This work exhibits our ability to deliver complex, nuanced deliverables under tight regulatory timelines, including collaborative authorship with Indigenous Nations.
